In 1993, the Clinton administration in the US launched

an ‘immunisation initiative’ in a bid to encourage

high vaccination rates. The move was closely followed by

Congress setting aside a massive US$400 million to help

states enforce mandatory vaccination by using social security

numbers to track children from birth. At the same time, a

grant program was established to ‘reward’ each state’s health

department with up to $100 for each fully vaccinated child.
